- Complete and sign key MBD forms: MBD 1, MBD 3.1 (Pricing), MBD 4, MBD 6.1, MBD 8, MBD 9, and Declaration of Municipal Accounts; include pricing schedule and bidder experience.  
- Specific contract participation goals (e.g., race, gender, disability, youth, local enterprise) and required HDI scoring.  
- JV/Consortia: provide joint venture documentation, TCS/PIN for each party, and BBEE status; otherwise disqualify.
