#### Requirements

- Returnable forms: completed MBD 4 (Declaration of Interest), MBD 8 (Past SCM Practices), MBD 9 (Independent Bid Determination), MBD 7.1 (Bidder Information), plus other MBDs as specified (MBD 1, MBD 3, MBD 6.1, MBD 10, MBD 11, MBD 13–17 as applicable).
- Eligibility checks: no bids from persons in the state, no tender defaulters, and compliance with regulations (80/20 price-specific goals framework; 80/20 weighting).
