## Summary

#### Overview
**Procurement of YERF Internal Audit services by the Youth Enterprise Revolving Fund.** The tender invites national consultancy firms (joint ventures allowed) to deliver internal audit services, including QA reviews, under an open tender process. 

#### Requirements
- Five years of internal audit experience; 
- Extensive knowledge of accounting and auditing procedures; 
- At least five reference letters from internal audit/quality-control clients; 
- Familiarity with YERF’s business and proposed methodology; 
- CVs of the partner in charge and key audit staff; 
- QA/quality-control experience; 
- Eligibility documentation: valid trading license, certificate of incorporation, tax compliance certificate, VAT registration, labour compliance, ENPF, Forms J & C for the company, police clearance for all directors, certified IDs for directors, CVs for key personnel, three trade references, signed declaration of eligibility; 
- Evidence of nationality eligibility for consultant and JV partners; 
- Process requires separate technical and financial proposals and no mandatory pre-proposal meeting.

- Submission method: hand delivery (Lilunga House, 4th Floor, Mbabane) with three copies; electronic submissions not allowed (Tender Document). 
- Documents to submit: technical and financial proposals in separate envelopes; evidence of eligibility; power of attorney (if signatory outside Eswatini), signed declarations; CVs; performance/eligibility documents as per Section 3; Forms from Section 4; no tender security required (ITC 21).
