## Summary

#### Overview
**CSIR invites proposals for the detailed design of the 500 kWt circulating fluidised bed (CFB) test facility.** Bidders should be multidisciplinary professional engineering firms capable of delivering detailed engineering design through to procurement-ready documentation, including PFDs, P&IDs, 3D drawings, HAZOP, and safety/compliance work, with appropriate tax and Central Supplier Database (CSD) status.

#### Requirements
- Proven design experience for CFB combustion facilities, with detailed design calculations, PFDs/P&IDs, specifications and equipment sizing.
- Ability to deliver Stages 1–4 (Inception, Concept, Design Development, Documentation) with option for Stages 5–6 per CSIR instruction.
- Compliance: tax compliant, registered on CSD or able to provide CSD status, not on tender-defaulter list.
- Key personnel: qualified engineers across mechanical, civil, electrical, and instrumentation with CVs and, where applicable, professional registrations (e.g., ECSA).
- Mandatory submission requirements: pricing (Annexure D) and returnable documents (Annexure E) submitted as part of the bid; follow CSIR bid rules.

#### How to Apply
- Submission deadline: 06 November 2026, 16:30 (South African time). Late submissions not accepted. (from RFP)
- Submission method: electronic to tender@csir.co.za; two emails for Part 1 Technical Proposal and Part 2 Pricing Proposal with subject referencing RFP 3785/06/11/2026; if files exceed 25MB, use multiple emails. (Section A)
- Documents to submit: Annexure D Pricing Schedule (Pricing) and Annexure E Returnable Documents; CSD registration or SARS Tax Compliance PIN; any JV agreements if applicable. (Annexures A–E)
- Pre-qualifications: provide CSD and tax clearance information; ensure compliance with SBD forms and standard CSIR terms; responses must be two-part as described.
- Briefing: Compulsory briefing session (MS Teams or site inspection) per RFP requirements.
- Where to obtain bid documents: CSIR RFP document (Annexures A–J) and pricing/performance annexures; pricing schedule referenced in Annexure D (see attached RFP).
