## Summary

#### Overview
**Procurement of Specialist IFRS Technical Accounting and Financial Statement Review Services for CSIR for a two-year period.** This is a Professional Services bid targeting firms with IFRS advisory expertise (not an audit), capable of handling complex revenue, funding and governance arrangements, and of demonstrating independence and conflict management (Annexure K). The contract will be awarded to the highest-scoring bidder based on CSIR’s evaluation criteria (including technical and pricing).

#### Requirements
- Substantive IFRS advisory experience (IFRS 15, IAS 20) on complex revenue/funding/governance structures.
- Ability to provide Independence, Objectivity and Conflict Declarations (Annexure K) for bidder, joint venture members and subcontractors.
- Compliance: tax clearance and Central Supplier Database (CSD) status; and, for joint ventures, consolidated B-BBEE, TCS/CSD for each partner, ownership proof, and company registrations.
- Complete and submit required bid documents, including Annexures A–J and K; Pricing via Annexure D (pricing credentials to be separate from technical proposal as per 11.2).
- Awareness that the engagement is not an audit unless expressly stated in the contract; adherence to CSIR terms, fronting rules, and PPPFA requirements.

- Documents to submit (representative list): Annexure A (SBD 1), Annexure B/C (Technical specs), Annexure D (Pricing Schedule), Annexure E (Proposal Form/Returnables), Annexure F–J (compliant declarations/agreements), Annexure K (Independence Declaration) – filename references as in the RFP. Pricing credentials must be separate from the technical proposal (Annexure D).
- Required registrations: Tax clearance and CSD status; JV documentation if applicable (lead partner, split of work, BBBEE, registrations).
