#### Overview
**The CSIR seeks a professional service provider to develop a Sector Baseline and drafting of a Decarbonisation Pathway for the South African Food and Beverage Manufacturing Sector, including data collection, benchmarking framework, and decarbonisation roadmap.** Bidders should be professional services firms with proven experience in industrial sector studies, data collection, sector baseline development, decarbonisation modelling, and advanced data analytics; must deliver per Annexures B–D and sign a Service Level Agreement.

#### Requirements
- Company experience in industrial sector studies, data collection, sector baseline development, and decarbonisation.
- Proposed project plan and methodology.
- Qualified project team with relevant technical expertise.
- Project specialist data analytics, baseline modelling and decarbonisation expertise.
- Compliance with mandatory returnable documents (Annexure E) and registrations (CSD, SARS tax); ability to sign and adhere to the SLAs and standard forms (Annexures A–J).

Pricing must follow Annexure D; returnable credentials separate from technical proposal.
