#### Overview
**Request for Proposals to conduct a comprehensive work study, evaluate job descriptions using the TASK job evaluation system for Mkhondo Local Municipality.** Bidders should have HR/job-evaluation, project-management, or public-sector consulting expertise and meet municipal procurement prerequisites (CSD, tax clearance, etc.).

#### Requirements
- Demonstrated experience in similar projects (references and past appointment/completion letters). 
- Key personnel with HR qualifications and relevant managerial experience; CVs for the project leader/manager.
- Comprehensive methodology/proposal outlining inception to close-out with deliverables and timelines (not to exceed 20 pages).
- Ability to provide prior client reference letters on official letterhead with contacts.
- Compliance documents: Tax Compliance Status (TCS PIN) or proof of CSD registration; full CSD registration report not older than 30 days; certified IDs for directors; company registration certificate; Lease or municipal accounts not in arrears (>90 days); proof of professional registrations as required.
- Completion of mandatory documents: MBD 1, 2, 3.1 (pricing), 4, 6.1, 7.2 (two parts), 8, 9, plus any returnable schedules.
- BBBEE certificate or sworn affidavit (or CIPC proof for turnover/ownership) to claim preference points.
- Not in the service of the state and not a contracted advisor/consultant to the municipality.
- Adherence to 80/20 evaluation: 60% minimum functionality, with 35/20/35 points distributed across company experience, key personnel, detailed methodology, and client references (plus 10 for references).
- No local content requirement; adhere to PPPFA Regulations and GCC 2015.
