#### Overview
**RFQ to appoint a private sector partner for the NMEC PSP transaction to finance, rehabilitate and operate an integrated rail and port corridor (NMEC) linking the Northern Cape manganese basin to the Port of Ngqura.** Bidders with proven capability in large-scale infrastructure projects—including rail and terminal development, rolling stock management, DBFOM delivery, project finance and governance—should consider bidding. The structure envisages two SPVs (SPV1 for terminal/corridor operations and SPV2 for rail infra rehab) under HOLDCO, with Transnet retaining strategic oversight.

#### Requirements
- Demonstrate technical, financial, legal and operational capability per Section 4 to participate in NMEC PSP and qualify for the RFP stage.
- If a consortium is formed, disclose structure, bind all members to procurement rules, ensure confidentiality, and limit to a single bid per consortium; comply with Tech Forms A and B.
- Post-qualification: meet B-BBEE framework, transformation commitments, and maintain Level 4 B-BBEE after award; tax compliance and SARS PIN/CSD registration; national CSD registration for RSA participants.
- Security clearance and probity checks may be required; comply with confidentiality and procurement rules; no gifts or hospitality to Transnet staff.
- RFQ is non-binding; all costs to Respondents borne by them; amendments may be issued.

- Deadline: **26 February 2027 at 16:00 CAT**; submission via the Transnet e-Tender Portal (transnetetenders.azurewebsites.net). Uploads capped at 30 MB per file; multiple uploads permitted.

Briefing Session: A non-compulsory briefing session will be conducted via Microsoft Teams on 28 October 2026. Two briefing sessions will be held, at 11h00 and 15h00 (CAT) Pretoria, and Respondents may attend either session. The briefing session will start punctually, and information will not be repeated for the benefit of Respondents arriving late. The request to attend the briefing should be sent to the psp@transnet.net mailbox by the Respondent with the name and e-mail address of the Respondent’s attendees no later than 27 October 2026.
