- Deliverables include procurement plans, demand management and market analysis reports, tender documentation, BSC/BEC packs, evaluation reports, compliance and audit support, and skills transfer.
- Minimum compliance: PFMA, PPPFA, National Treasury instructions; confidentiality and ethics; tax compliance (SARS PIN/TCS or CSD if no TCS); B-BBEE verification or sworn affidavit; no service-from-state employees.
