## Summary

#### Overview
**ACSA seeks to appoint a specialist consulting firm to develop the Regulatory Reporting Manual (RRM) Implementation Plan and Cost Allocation Manual (CAM) for Airports Company South Africa’s regulated petroleum pipeline, storage and loading activities.** Bidders should have experience in regulatory reporting, NERSA-aligned CAM development, and petroleum-regulated infrastructure projects; including delivery from first principles and strong governance and data/asset understanding.

#### Requirements
- Proven experience developing RRM implementations for NERSA-regulated petroleum assets.  
- Proven experience developing CAMs in line with NERSA requirements (last 10 years for CAM).  
- Client reference letters confirming project scope, completion, and contactable references.  
- Capability to design, document and deliver from first principles, including governance, risk, and reporting architecture.  
- Compliance with SARS tax and registration requirements (Tax PIN, CSD number or VAT).  
- Ability to meet the staged evaluation criteria (mandatory documents, functionality, price and preference). (see RFQ 54300 PDF)
