## Summary

#### Overview
**This RFQ seeks the renewal of IBM SPSS Statistics software licenses for PRASA, including subscription licenses, support, training, and related services.** Eligible bidders are IBM SPSS OEM-certified partners capable of licensing, installing, supporting, training users, and providing references.

#### Requirements
- Must be an approved IBM SPSS OEM partner with licensing and support rights; provide a valid partnership letter from IBM (see attached document).
- Attach at least three signed client reference letters for IBM SPSS licenses sold, with support/training, not older than two years (on client letterhead with contact details).
- Submit evidence of mandatory compliance with technical requirements and BBBEE considerations (as applicable to evaluation).

- BBBEE/ownership points (80/20 system) require documentation such as:
  - Black Women Owned, Black Youth Owned, or Black People with Disability status (IDs for owners; disability note if applicable).
  - B-BBEE level for the entity (Level 1 or 2 preferred) with a B-BBEE certificate or signed affidavit.
  - If JV, a consolidated scorecard is acceptable.
  - EME or QSE 51% Black Owned status with relevant certificate or affidavit.

(Notes: JV arrangements accepted; evidence must be current.)

- BoQ scope specifies 5 IBM SPSS Statistic licenses for Year 1 (2026/2027); quote per license and total price excluding VAT (and VAT where applicable).
