- CSD registration (or MAaa/CSD if not yet registered, register within 7 working days of award).

- Phase 2 mandatory: valid COIDA good standing; CIDB 1GB+; two reference letters or completion certificates; CVs of key personnel.
- Local content and employment: 100% local direct employment; minimum 25% local women and 25% local youth; proof of residence; wage compliance.
