- Valid B-BBEE certificate or sworn affidavit; completion of SBD 4 and SBD 6.1; signed declarations (anti-corruption, conflict of interest).
- Insurance: Contract works insurance of R5 million; installation insurance.
- Administrative and mandatory documents: detailed pricing structure (incl. VAT), company profile with fabrication/installation experience, portfolio of at least 3 projects with verifiable references, Senior Project Lead CV, and Implementation Plan.
- Commitment to best-value evaluation (80/20 price vs. specific goals) under the Preferential Procurement Regulations; ability to prove HDI/specific goals if claimed.
- Not on tender defaulter list and no disqualifying fraud convictions; agreement to IP and handover terms.
