#### Requirements
- Mandatory compliance and certifications: COIDA good standing; SARS PIN; CSD registration number; NCCA/NCA/BEECA/CASA cleaning association certification (valid on closing); company registration documents; proof of offices in Western Cape.

- Technical/experience: track record of similar cleaning projects (2020–2026) with client letters or completion certificates; detailed cleaning/health & safety plans; risk assessments; CVs of supervisors; staffing plan; training schedules; PPE; OHSA-aligned procedures.
- Financial capability: two years of financial statements; operating cash flow ratio thresholds; evidence of liquidity.
- Staffing and safety: 17 cleaners/supervisors for Cluster 3 and 12 (plus 10% relievers), shift patterns, and rail-environment safety measures.
- Pricing and procurement rules: fixed-price, all-inclusive pricing (labour, consumables, tools, uniforms); CPI escalation; adherence to National Minimum Wage Act; 80/20 PPPFA scoring with price and specific goals (BBEE/ownership status).
