#### Overview
**RFQ for the once-off supply, installation and commissioning of four 132kV post insulators at CSIR Scientia Campus (BLD26).** The CSIR invites bids from qualified high-voltage electrical contractors to supply, remove/replace, install, test and commission the insulators, with an expected delivery around 12 October 2026. Compulsory site briefing: 01 Sep 2026, CSIR Scientia Campus. Closing date: 08 Sep 2026. Bidders should have CIDB 1EP or higher, COIDA registration, ORHVS for a supervisor, and proven HV substation installation experience. See Annexure A for technical scope.

#### Requirements
- CIDB registration or capability to obtain, with 1EP+ grading; joint ventures must meet combined 1EP+ criteria.
- Valid electrical contractor registration with the Department of Labour; ORHVS certification for a supervisor; proof of registration where applicable.
- Tax/compliance: tax clearance (or CSD-based verification) and Central Supplier Database (CSD) registration; SARS PIN where applicable.
- Essential returnables (complete and signed): Annexure C (SBD 1), Annexure D (SBD 4), Annexure E (BBBEE/Preference Points) and 1 year warranty letter.
- Mandatory returnables: Annexure B (Pricing Schedule/Bill of Quantities), COIDA good standing, at least three contactable references for relevant HV work (2015–2026), CIDB proof, ORHVS proof.
- Technical/records: method statement, risk assessment, safety file, lifting plan, torque records, commissioning/test reports, disposal certificates.
- Compliance with HV standards and CSIR safety and environmental requirements (OHSA, SANS/IEC 61936-1, 60168, 60273, ISO 9001, ISO 14001, waste disposal).
- Attendance at compulsory briefing; site/outage coordination; work near live equipment with stringent safety controls.
