- Mandatory documents: pricing on Annexure B; COIDA letter; minimum of 2 contactable reference letters/certificates (2020–2026); CIDB registration; official letterhead quotation; Non-Disclosure Annexure F. 
- Tax/compliance: SARS Tax Compliance Status (TCS PIN) or CSD registration; individual party submissions if a joint venture. 
- Scope alignment: adherence to Annexure A (Scope) and Bill of Quantities (Annexure B) with notes for deviations. 
- Additional: CSIR safety file approval before works commence; site, health, and safety commitments as per CSIR terms.
