## Summary

#### Overview
**Procurement of a professional facilitator to direct the National Lotteries Commission’s Board & Management Strategic Planning session, including an Inception Report, a 2-day facilitation, a Strategic Planning Report, and the development of the APP (2027/28) and SP aligned to national frameworks.** Bidders should have proven strategic-planning facilitation experience (Board/Executive level), King IV alignment, and be able to provide client reference letters and facilitator CVs.

#### Requirements
- Demonstrated experience in facilitating board and management strategic planning (lead facilitator with 5+ years preferred; CVs required).
- Fully completed Standard Bidding Documents (SBD1, SBD4, SBD6.1) and POPIA consent.
- BBBEE certificate or sworn affidavit; CSD registration with a recent CSD Summary; SARS tax compliance (PIN/CSD number as applicable); and CIPC registrations.
- Occupational Health: COIDA coverage for bidders and subcontractors.
- Documentation of at least five reference letters from recent strategic-planning projects; letters must be on client letterhead, with contact name, duration, scope.
- Detailed methodology covering four activities (2-day facilitation, strategic planning report, APP, SP) and a robust implementation plan.
- Completion of the NLC pricing schedule (Annexure A) and provision for contingency speakers (3 options).
- Minimum functionality score of 70% to proceed to price evaluation; due diligence may be conducted.
