**Review, Consolidation and Implementation Support for the Durban Climate Change Strategy (DCCS 2027) and Climate Action Implementation Programme** is being procured by eThekwini Municipality (Environmental and Sustainability Management) to provide climate strategy review, consolidation and implementation support. Suitable bidders are climate-change consulting firms or multidisciplinary teams with governance, monitoring, and implementation experience.

#### Requirements
- Minimum functionality score of 70/100 across criteria: Technical Merit, Relevant Knowledge & Qualifications, Relevant Experience, Methodology, and Project Plan. (SCT sections define scoring and documentation.)
- Project Lead must hold a recognised relevant tertiary qualification; Key Specialists must have appropriate qualifications and multidisciplinary coverage; evidence via CVs, qualifications and professional registrations where applicable.
- Demonstrate verifiable outputs (publications/technical products) and experience delivering climate strategy/action planning, governance, monitoring, funding, and implementation support.
- Returnable documents include: SARS Tax Compliance Status PIN or Tax Clearance; CSD registration (one per JV party); MBD 4/5/6.1/8/9 forms; Joint Venture agreements if applicable; Official Tender Form; Authority of Signatory; proof of VAT status; municipal fees declaration; and proof of professional registrations.
- Tender validity and procurement rules: tenders remain valid for 120 days (and may extend), and the Municipality may negotiate with preferred bidders; the process follows SCM policy and Preferential Procurement Act; minimum requirements apply to pre-qualifications and documentation.
