## Summary

#### Overview
**Independent review of ECIC’s ORSA maturity for a period of three years (GOI 3.1).** Bidders should be service providers with insurance risk-management expertise, ORSA review experience, governance/auditing familiarity with PA GOI 3.1, and relevant actuarial/risk-qualification credentials; must meet professional membership, B-BBEE, and compliance requirements.

#### Requirements
- Experience in risk management and ORSA within the South African insurance sector; demonstrated team qualifications.
- Demonstrated ability to assess ORSA components (policy, governance, risk management, outcomes, capital management) and present management/Risk Committee deliverables.
- Proof of capacity: CVs for proposed team, 3 contactable references, and evidence of similar engagements.
- Compliance: membership in a professional body; CSD or MAAA registration; SARS Tax Compliance Status (PIN) or valid CSD number.
- Compliance with POPI and ECIC’s standard bidding documents (SBD 1, SBD 4, SBD 6.1) and submission of required documents.
- Pass mark: minimum 80/100 in functional evaluation; overall preference system (80/20) with specific goals (B-BBEE) and potential subcontracting rules.
