**The RFP seeks the appointment of commercial companies for the commercial bulk leasing of EHC residential rental units to accommodate qualifying employees.** Suitable bidders include commercially capable entities (employers, corporate institutions) with capacity to lease, manage, vet tenants and perform affordability assessments for a bulk residential portfolio.

#### Requirements
- Portfolio: approximately 1,432 units (bachelor/studio to 3-bedroom) available subject to eligibility and affordability.
- Vetting: all proposed employees must undergo EHC’s tenant vetting and affordability assessment.
- Evaluation: proposals evaluated in three stages; minimum 80/100 functionality score required; price is not evaluated.
- Commitments: proposal validity for 120 days; compulsory briefing (6 Oct 2026) and a 20-minute methodology presentation (plus 10 minutes Q&A).
- Submission: proposals must be hand-delivered by 27 Oct 2026 11:00 to the Germiston delivery point, with a signed submission register (sealed envelope, marked EHCCBL/009/2026).
