## Summary

#### Overview
**RFP to appoint a panel of service providers for thermographic/infrared scanning of electrical 3kV DC overhead track equipment, 3kV DC traction and distribution, AC distribution substations and 3kV tie stations, on an as-and-when-required basis for 36 months in PRASA KwaZulu-Natal.** Bidders should have proven IR thermography capability for railway electrical infrastructure and hold relevant accreditations; must meet ISO 18434-1, IEEE 141, IEC 60270/60529, and applicable industry standards, plus appropriate quality assurance/accreditation bodies.

#### Requirements
- Demonstrable experience in thermographic/infrared scanning of railway electrical assets; provide appointment letters/purchase orders and reference/completion letters (Stage 2).  
- Financial capability: 12 months cashflow statements; liquid cashflow thresholds (e.g., ≥R50,000 for highest tier) as evidence (Stage 2).  
- Compliance: Tax status (SARS TCS PIN or CSD registration); proof required for each party in a JV/consortium (Stage 3).  
- Technical/spec qualifications: IR camera system meeting the project specs (min three cameras, thermal + visual fusion, data storage, reporting software, GPS timestamp).  
- Insurance: works and goods, public liability.  
- Certifications/Accreditation: accredited by the relevant body where applicable (quality systems).  
- Safeguards: confidentiality, non-collusion, CIDB compliance; PSIRA where applicable for security providers.  
- Mandatory returnables: complete all RFP documents, JV/consortium arrangements if any, tax/CSD documentation, COIDA goodwill, and related forms.
