- Bidders must be registered on CSD prior to submitting quotations.  
- Valid SARS Tax Clearance Certificate.  
- Proven track record: written confirmations/comments from other organisations.  
- Short resumes demonstrating personnel cybersecurity qualifications.  
- Detailed course outline mapped to CompTIA PenTest+ V3 objectives, including learning methodology, assessments, and post-workshop plan.  
- Two-day facilitator-led online workshop via MS Teams; high-quality materials; learner support and certificates (attendance within 30 days; summative certificate after assessment).  
- Detailed project plan, risk outline with mitigations; quotations valid 90 days.

Evaluation: Stage 1 mandatory, Stage 2 functionality (min 70/100), Stage 3 price and specific goals (80/20 PPPFA). Specific goals include ownership-based preferences (BO, WO, YO, PWD) with supporting documentation.
