- Deliverables include inception report, coaching plan, coaching sessions (approx. 2 per month for 12 months), progress reports, attendance records, and final recommendations; confidentiality and a defined reporting line;  
- RFQ evaluates on: Stage 1 mandatory requirements, Stage 2 functionality, Stage 3 price and specific goals (PPPFA 80/20); minimum functionality score 70/100;  
- Specific goals credits (ownership, gender, youth, disability) apply;
