## Summary

#### Overview
**RFQ-OCEO-12-26 seeks a service provider to review the South African Tourism delegation of authority (DoA) framework across all levels and functions of a Schedule 3A public entity.** The assignment requires public-sector governance, financial management, supply chain management, risk and compliance, legal interpretation and organisational process design expertise, with deliverables including an inception report, a delegation register, a gap analysis, a revised DoA and implementation guidance.

#### Requirements
- Demonstrated experience in reviewing or developing delegation-of-authority frameworks for public entities or similarly regulated organisations; proposed team must include a senior professional (minimum 10 years) and a mid-level professional (minimum 5 years) in public-sector governance, financial management, SCM, risk/compliance, legal interpretation and organisational process design, with Schedule 3A entity exposure; CVs/profiles required.
- At least two comparable assignments in the last 3 years, with client references on client letterhead.
- Clear methodology with a project plan linked to pricing (hourly rate) and an estimate of total hours, plus a deliverables map (inception report, gap analysis, regulatory alignment, delegation register, risk analysis, revised DoA, schedules, monitoring/validation).
- Compliance with procurement processes: completion of official forms (SBD 4, SBD 6.1), tax compliance, CSD/PIN/TCS where applicable (consortia must provide separate TCS/CSD for each party).
