**RFQ: SUPPLY AND DELIVERY OF WALK BEHIND ROLLER** for Kouga Local Municipality. Bidders should be equipment suppliers capable of supplying a brand-new twin-drum walk-behind roller, with local service support, spare parts in SA, and ISO 9001 or equivalent quality management.

#### Requirements
- Brand-new twin-drum roller meeting the technical specs (10 hp diesel engine; 675–860 kg; 15–30 kN compaction; 65–70 Hz vibration; safety features; water sprinkler, emergency stop, etc.).  
- Compliance and documentation: Tax Clearance / SARS Tax Compliance Status PIN or Central Supplier Database (CSD) number; Municipal billing clearance; certified IDs; submission of all compulsory bidding documents in black ink.  
- B-BBEE: valid sworn affidavit or certificate to claim specific-goal points; proof of local office and address.  
- Governance/anti-fraud: compliance with National Treasury MFMA policies; no state service involvement by bidders; MBD 6.1 and MBD 9 (certificate of independent bid determination).  
- Delivery: delivery to Jeffreys Bay depot within 14 days of order; inclusive delivery costs.  
- Evaluation: 80/20 or 90/10 preference framework with locality and B-BBEE scoring; specific goals apply (documented in terms of notice).
