- Documentation: complete and sign all bidding documents in black ink; don’t use correction fluid; provide an implementation plan if applicable; declare any conflicts of interest. 
- References and IDs: certified ID copies for individuals; municipal billing clearance for operating address; ensure information is complete for all entities/partners if a JV. 
- Compliance framework: adhere to Preferential Procurement Regulations 2022, GCC, Kouga SCM policies including blacklisting. 
- Submission format: electronic tender copy on USB/SD card plus original hard copy; the electronic copy must mirror the hard copy.
