#### Requirements
- Register on the Central Supplier Database (CSD) and provide proof with the quotation.
- Submit a firm, VAT-inclusive price valid for 30 days; indicate a firm delivery period.
- Complete and submit: MBD4 (Declaration of Interest), MBD8 (Declaration of past SCM practices), MBD9 (Certificate of Independent Bid Determination), and MBD6.1 (Preference Points Claim Form).
- Provide a valid SARS tax clearance certificate or PIN; VAT registration if applicable; B-BBEE Verification Certificate (SANAS-accredited or equivalent) or sworn affidavit.
- Provide POPI consent for personal information processing.
- Prohibit bids from persons in the state service; disclose any relationships with state personnel as required.
- Acknowledge GCC terms; price quotations are evaluated on an 80/20 basis (price vs. specific goals: BBBEE and locality).
- Alternative award for non-performance may apply; municipality not obliged to accept the lowest bid.

#### How to Apply

- Submit a formal written price quotation by 12:00, 28 September 2026 (RFQ11/2026-2027), by email to scm@cederberg.gov.za or by hand to Supply Chain Management Office, 01 Plein Street, Clanwilliam. (See attached document: RFQ11/2026-2027: SUPPLY AND DELIVERY OF STATIONERY TO CLANWILLIAM.)
- Include: MBD4, MBD6.1, MBD8, MBD9; B-BBEE certificate; tax clearance or PIN; VAT proof; CSD registration proof; POPI consent; and any other forms requested.
- Ensure all quotations are handwritten in black ink (no Tippex corrections); electronically completed forms are not accepted.
- Delivery period: within 5 days of receipt of official PO (Delivery Period Undertaking in the attachment).
- Note: the council may withdraw or amend the invitation and is not bound to accept the lowest bid.
