## Summary

#### Overview
**Appointment of a service provider to review and develop a comprehensive Performance Management Policy and SOP for Johannesburg Water.** Bidders should be service providers with proven PM policy development experience, competency framework work, SA regulatory knowledge, and BBBEE/compliance credentials.

#### Requirements
- Five years’ experience in development of performance management processes.
- Minimum of 3 company references (relevant to scope) in the last 5 years on letterhead, dated and signed.
- Project Lead: minimum NQF7 qualification and at least 5 years’ relevant experience; CV and qualifications to be provided and clearly indicate where experience was gained.
- Regulatory and compliance knowledge: understanding of South African legislation and frameworks.
- Supporting evidence: company profile, CVs for the Project Lead, and references.
- Mandatory submission criteria (see attached document): full completion of BOQ/spec; compulsory briefing; attachments of datasheet, references, proof of certification/accreditation; no bids from persons in the state service; no blacklisted bidders; PDFs on company letterhead; JV agreement where applicable.
- Evaluation: 80/20 price vs specific goals per PPPFA 2022; all suppliers must be CSD-registered and comply with general tender conditions (GCC, etc.).
