## Summary

#### Overview
**The procurement seeks the rights to finance, refurbish, operate and maintain the Lwakahle Concession Area in the Kruger National Park (lodges, food & beverage, retail and wildlife activities, plus roads and environmental infrastructure) under a 25-year Public Private Partnership.** Bidders should be experienced hospitality/integration operators capable of forming a Private Party SPV, complying with B-BBEE and local socio-economic objectives, and raising debt and equity for the concession.

#### Requirements
- Private Party SPV must be formed prior to signing; 30% of SPV equity to be held by the technical/operational partner.  
- Ability to raise debt and equity and provide security to SANParks’ satisfaction.  
- Compliance with B-BBEE obligations and enterprise development commitments (Annexure 3).  
- Restrictions on involvement of public entities; non-eligible persons listed in 4.10 may be rejected.  
- Bidder may submit responses to a maximum of four concessions; SANParks may award to a maximum of two bids per bidder (4.12.x).  
- Change inMembership/ownership requires SANParks approval and related pre-signature timelines (5.12–5.14).  
- Bids must meet the identity/structure rules (single company, JV, consortium or trust) and disclose ownership arrangements (5.1–5.10).  
- Compliance with environmental/natural-resource regulations and SANParks’ Environmental Specifications (Schedule 7; 4.4–4.5).
