## Summary

#### Overview
**The Department of Sport, Arts & Culture seeks a service provider to produce SAGNC PROMOTION AND MARKETING: FILM, VIDEO AND DIGITAL CONTENT.** Bidders with film production, documentary storytelling, digital content creation, scripting, directing, editing, motion graphics and public-sector heritage communications experience should bid.

#### Requirements
- CSD registration with valid tax clearance.
- Minimum five years’ experience in film production, storytelling, directing, editing and digital content.
- Portfolio with at least three comparable long-form productions and three short-form pieces, including animation/motion graphics.
- Demonstrated experience in public-sector, heritage, civic-education or development campaigns (SA work preferred).
- CVs and defined roles for project manager/producer, director/videographer, writer, editor, sound and animation resources.
- Detailed equipment, lighting, sound, editing software and data-backup listing.
- At least three client references for comparable work.
- Ability to secure and manage consent and protect personal information.
- Content must be original, culturally appropriate, aligned with SAGNC messaging; scripts require department approval; subcontracting requires prior written approval; IP rights vest in the Department; deliverables include raw footage and project files; subtitles in English and two other official languages; multi-format outputs; compliance with IP, data protection and SCM rules.
- Phase-based delivery, with payments on departmental approvals and IP transfer per Section 10.
