**Procurement of a development and operation partner for a Small Shopping Facility and Garage (Mixed Use Development), including design, finance, construction and long-term lease-and-operate arrangements.** Matatiele Local Municipality invites qualified developers, investors and property development companies with a track record in similar mixed-use projects to deliver bulk infrastructure, comply with MFMA, SPLUMA, NEMA and other regulatory requirements, and provide socio-economic benefits and local empowerment.

#### Requirements
- Proven technical capacity and track record in similar projects (3+ projects = 30 points).
- Strong financial capability to manage large-scale developments and project value expectations.
- Compliance with planning, environmental and regulatory frameworks (MFMA, MSA, SPLUMA, NEMA, NDP).
- Operational readiness within 12 months and building lifespan of at least 50 years.
- Deliverables include: detailed project plan and investment model, architectural/engineering designs, compliance certificates, socio-economic impact assessment, and potential for subcontracting other professionals.
- Preference for bidders able to secure needed regulatory and environmental studies and ensure governance aligned with municipal frameworks.
