## Summary

#### Overview
**SAAT is seeking a service provider to conduct a comprehensive Threat and Risk Assessment to determine the necessity, scope, and level of Close Protection Services for SAAT investigators, and bids should come from providers with TRA, executive security/Close Protection, and PSIRA-compliant capabilities.**

#### Requirements
- Proven experience in Threat and Risk Assessments, Close Protection/Executive Security, and security risk management.
- Compliance with regulatory requirements, including PSIRA registration and COIDA where applicable.
- Evidence package: three reference letters for similar projects; CVs of key personnel; relevant professional certifications; PSIRA details.
- Certifications and documents: SARS Tax Clearance (or proof of application); BBBEE certificate; CSD1 (Invitation to Bid) and CSD4 (Declaration of Interest); valid COIDA certificate (where applicable).
- Confidentiality: ability to handle sensitive information; potential need to sign confidentiality agreements and undergo security vetting.
- Methodology and deliverables: detailed TRA methodology, risk assessment framework, stakeholder engagement plan, reporting quality assurance; deliver Inception, Draft TRA, Final TRA, Executive Summary, and Presentation.
- Evaluation framework: critical/functional/pricing criteria with BBBEE preference; compliance with PPFA 2017 rules.
