## Summary

#### Overview
**IDC seeks a service provider to develop a feasibility study and business case, provide advisory services, and ensure implementation readiness for the Rietpoort – Doornfontein Bulk Water Supply Scheme in Ramotshere Moiloa Local Municipality.** Target bidders include consultants with infrastructure project preparation, feasibility study, transaction advisory, and implementation-readiness capabilities in water and sanitation, plus relevant finance, economics, and environmental expertise. The assignment comprises four phased deliverables to be completed within about 8 months.

#### Requirements
- Demonstrate infrastructure project preparation and feasibility study experience; provide three project references with contacts.
- Submit a tailored methodology and project plan covering data audit, baseline demand modelling, option formulation, feasibility validation, transaction advisory, and implementation readiness; include QA/QC and stakeholder engagement approach.
- Provide a detailed 8-month project plan (High-Level WBS and Gantt chart) and clearly allocated resources.
- Key personnel with required registrations: Project Lead (Pr Eng or equivalent SAICA/SAIPA), Civil/Structural Engineer (Pr Eng), Finance Lead (SAICA/SAIPA; FMVA advantageous), Economics Lead (10+ years), plus other essential specialists; include CVs and proof of registrations.
- Compliance documents: Tax Compliance (TCS/PIN or CSD number), CSD if no TCS, Board resolutions for entities, and returnable schedules.
- Returnable schedules and annexures (Annexures 1-8) plus Schedule 1–4, with separate pricing file (Schedule 4) and B-BBEE documentation.
- Minimum functionality score of 70% in Phase 2 evaluation; Phase 2 weights: experience 30, methodology 30, project plan 10, personnel 30; Phase 3 uses a Price-Performance preference (80/20) with Specific Goals for B-BBEE.
