## Summary

#### Overview
**Procurement of a biometric access-control system for the Office of the Public Service Commission (OPSC) Gauteng Provincial Office, including hardware, software, installation and ongoing support.** Bidders should be security-system integrators with biometric access-control capability to supply, configure and support the solution, and to comply with the attached specifications and government procurement rules (site visit mandatory; electronic submission). 

#### Requirements
- RFQ evaluates on 80/20 price vs specific goals; preference points for BBEE-related goals with required proof. 
- Mandatory site visit coordinated with Anna M (AnnaM@opsc.gov.za). 
- Submissions due 29 October 2026 by 16:00; electronic via Quotations@opsc.gov.za; include RFQ response and all SBD forms. 
- Documents to submit: completed RFQ, signed quotation, SBD 4, SBD 6.1, valid Tax Clearance Pin, valid B-BBEE certificate accredited by SANAS or sworn affidavit (or CSD MAAA number). (see RFQ documents: “Request for Quotation – RFQ 0105/ 26-27 Biometrics.docx”). 
- Compliance with attached biometric specification: devices from Virdi/Hikvision/Morpho/Bosch/ZKTECO; features include multi-modal authentication, 50+ users, on-device enrollment, web/browser access, PoE/ Ethernet/RS485/USB, 12-month data retention, event logs, and anti-fraud measures. - Validity period of 30 days from closing.
