- Origin and conformity: goods and related services must meet eligibility; items with Kenyan sourcing emphasis; textiles for uniforms to be sourced from Kenya; no substitutions from foreign sources for specified categories.  
- Tax: current Kenyan tax clearance where required.  
- Tender security: Tender-Securing Declaration or a tender security in specified form and validity.
