## Summary

#### Overview
**Supply and delivery of heavy-duty refuse bags** to Sakhisizwe Local Municipality. Bid SLM/SCM/01/2026/2027; scope includes four quarterly deliveries of 200 bale bags each, 35-micron heavy-duty black bags (virgin or recycled plastic), and quality/durability requirements. #### Requirements
- Latest full CSD report (not older than 3 months) and rates clearance certificate (not older than 3 months). If premises are leased, provide lease agreement.
- Fully completed and signed MBD 1-9.  
- Tax compliance: provide SARS PIN/TCS status; if foreign, complete Part B:3 and pre-award questionnaire; where no TCS is available but registered on CSD, provide CSD number.
- B-BBEE: provide B-BBEE status verification or sworn affidavit.
- Specific goals for evaluation: Woman Owned (6 points), Locality (8 points), Black Owned (6 points) with required proofs (CSD, proof of residence/clearance).  
- Quality: bags must meet standards; municipality may inspect on delivery and request replacements at no extra cost.
- Contract period: 1 year; penalties: up to 10% withholding for non-delivery or non-conformance.
- Submission to be in sealed envelopes; no faxed/emailed submissions; procurement follows GCC/SCC.
