- Tender conditions: no bids from persons in the state’s service; complete and sign all pages; adhere to GCC/SCC; no correction fluid; ink signatures.
- Scope & warranties: devices must be new, with Windows 11 Pro licensing (and Mac options), 2-year warranty (1-year manufacturer + 1 year), and support for municipal software customization.
- Evaluation criteria: 80 points for price, 20 for specific goals (including locality and B-BBEE); 80/20 or 90/10 system depending on rand value (per Regulations).
