**Procurement goal: Overberg Water Board seeks the supply and delivery of maintenance material and consumables to its schemes on an as‑and‑when required basis for 36 months.** Bidders should be professional suppliers with experience in general maintenance materials, fittings, tools and consumables, able to meet strict delivery, local-content and empowerment requirements, and to register on CSD with compliant tax status.

#### Requirements

- Local content: mandatory declarations; attach Local Content Annexures C–E; exemption letters if applicable.
- Compliance: CSD registration and tax clearance (PIN); COIDA certificate.
- Mandatory documentation: complete SBD1, SBD3.2, SBD4, SBD6.1, SBD6.2; pricing schedule; include technical brochures/datasheets.
- Capability criteria (functionality): >=65/100 for Phase 3, including
  - Capability: 5+ reference letters demonstrating supply/delivery experience.
  - Delivery: a gantt or plan showing 2 working days delivery to Caledon, Swellendam or Heidelberg.
  - Experience: 4+ years in supply and delivery of fittings, consumables and tools.
- Due diligence: OW may conduct supplier due diligence (site visits, verification of empowerment, etc.).
- Evaluation: 80/20 PPPFA with prices (80) and specific goals (20); four evaluation phases (Administrative, Mandatory, Functionality, Price).
