## Summary

#### Overview
**This tender governs the supply and delivery of medium and low voltage cables – Phase 2** for Sol Plaatje Municipality. It targets electrical cable manufacturers/suppliers with capacity to supply LV/MV cables, comply with SANS/SABS standards, and meet local-content and procurement rules (e.g., BBBEE, CSD, tax compliance). The contract runs for 24 months with possible extension; prices and delivery must meet the 90% local-content requirement for designated electrical cables.

#### Requirements
- Mandatory CSD registration (National Treasury) and valid CSD report (not the summary).  
- Tax compliance: SARS PIN or tax clearance, with current tax status verification.  
- VAT registration and current municipal account or valid lease agreement for premises.  
- BBBEE: valid BBBEE certificate (MBD6.1) or sworn affidavit.  
- Complete and sign the full bid documentation: MBD1, MBD2, MBD3.1, MBD3.2, MBD4, MBD6, MBD6.1, MBD6.2, and MBD9 (as applicable).  
- Provide at least three reference letters for MV/LV cable supply projects and a supplier letter confirming cable marking requirements.  
- Local Content: declare and audit local content per SATS 1286:2011 Annex B/C (Annex C/D/E) with appropriate declarations.  
- Joint venture: if applicable, provide JV agreement, CSD, tax, VAT, and separate municipal accounts.  
- Compulsory clarifications/clarification meet requirements per the bid document (where applicable).  
- Delivery timeframe, price validity (12 months or as specified), all VAT and delivery costs included in prices.  
- Special conditions: market marking system for cables and three contactable client references (see MBD 5–6 documents in INF/CEE05/2026.pdf).  
- Compliance with all general and special Conditions of Contract (GCC) and SCM policies.
