## Summary

#### Overview
**Supply and Delivery of Original OEM Cartridges.** SAPO seeks a service provider to supply OEM cartridges or similar products on an as-needed basis for six months, with an option to renew for six more months. Bidders should have OEM cartridge supply experience, be able to deliver within 5 working days of a Purchase Order, and comply with tax, BBBEE, and supplier pre-qualification requirements. No refurbished cartridges are allowed; bidders may be disqualified after product testing.

#### Requirements
- Supply only Original Equipment Manufacturer (OEM) cartridges; no refurbished products.
- Deliveries within 5 working days from Purchase Order; packaging must show order number, quantity, catalog number, and description.
- Minimum two (2) years’ OEM cartridge supply experience in the past three (3) years.
- Complete pricing for all cartridge types listed; pricing must include VAT.
- Compliance documents: SBD1, SBD4, Confidentiality/NDA, Certificate of Acquaintance with bid documents; Latest CSD/MAAA number; BBBEE certificate or sworn affidavit (or DTI BBBEE certificate for EMEs/QSEs); Joint Ventures must provide consolidated BBBEE documents.
- Tax compliance: provide SARS PIN or CSD status; bids from SOE personnel or linked directors are restricted.
- Pre-qualification: registered on the National Treasury Central Supplier Database (CSD); if not, bidders must provide CSD number.
- Specific goals (for scoring): at least 51% Black-owned, 51% Youth-owned, 51% Women-owned, and 1% Disabled-owned.
- Evaluation: Phase 1 gatekeeping (pricing schedule), Phase 2 bid conditions, Phase 3 Commercial (Price 80 or 90; Specific Goals 20 or 10), Phase 4 due diligence/product testing.
- Due diligence/product testing includes reference checks and testing of OEM status; refurbished cartridges trigger disqualification.

- Submission deadline: 28 August 2026 at 11:00. Hand deliver to SAPO Supply Chain Management Tender Box at Cnr James Drive & Moreleta Street, Silverton 0184 (RFP documents may also be deposited in the bid box).
- Clarifications/questions deadline: 17 August 2026 (in writing to SAPO official listed in the RFP).
