- Evaluation: Functionality 100 points (Company Experience 30; Capability/Expertise 70). Preference points for specific goals (Women-owned, Youth-owned, PWD-owned, Black-owned) and price under 80/20 or 90/10 systems as applicable.
- Local content: Declare LC per SATS 1286; indicate imported vs local content with SARB exchange rates if needed.
- Other: Adherence to SCM policies; no state-facility conflicts of interest; strict delivery and performance requirements with penalties for late delivery.
