## Summary

#### Overview
**Procurement of signage and cones including grass-cutting signs, beach safety signs and 1000 mm cones, for Ingquza Hill Local Municipality.** Eligible bidders are service providers with signage manufacturing/installation capabilities, safety signage experience, and compliance with SA local-content and tax-clearance requirements.

#### Requirements
- Valid full CSD registration; 100% local content where applicable.  
- Completed and signed MBD1–MBD9, Annexure C, and SARS TCS PIN printout.  
- Proof that no undisputed municipal accounts are overdue by more than 30 days.  
- Tax compliance: Tax Clearance Certificate (TCC) or CSD/PIN as applicable; foreign bidders to provide additional checks.  
- Local production content declarations (MBD 6.1/6.2) and proof for specific goals (youth, women, disability ownership).  
- Prices must be firm (VAT included) and delivery costs included in pricing (Pricing Schedule).  
- Bid validity: 90 days from closing date.  
- Compliance with SCM and Anti-Abuse policies; no bids from state employees or defaulters as per policy.  
- Evaluation: 80/20 or 90/10 preference system with specific goals; details in tender documents.
