- Contract terms: adherence to GCC/SCC, and ability to sign SBD contracts; compliance with 80/20 (price) and specific goals (women, disability, youth, location, BBBEE).
- Evaluation: firm prices; 90-day bid validity; price and specific goals determine 100 points (80 for price, 20 for specific goals).
