## Summary

#### Overview
**Procurement of the supply and delivery of ultrasonic smart meters to Caledon Plant of Overberg Water on an as and when required basis.** The contract targets meters for water use with AMI/AMR capability (NFC, wMBus, LoRa, Sigfox, NB-IoT) and requires suppliers experienced in bulk water metering and related networks. The Caledon plant is in the Western Cape; bids are from professional suppliers/manufacturers/distributors who can meet technical and compliance requirements.

#### Requirements
- Valid BBBEE certificate (SANAS) or sworn affidavit for EMEs; empowerment scores apply.
- Tax compliance: PIN/CSD registration; SARS TCS/PIN where applicable.
- Central Supplier Database registration; CIDB number(s) if available.
- Returnable Schedules: SBD1, SBD3.2 (Pricing), SBD4 (Declaration of Interest), SBD6.1 (Preference Points), plus pricing schedules and local-content declarations (Annex A–E).
- COIDA certificate or proof of good standing.
- Local content: minimum 50% for smart meters; complete Annex C/D/E and SBD6.2.
- Conform to SA standards (SABS) and applicable legislation; insurance as specified.
- Consent to supplier due diligence; no advance payments; bid validity 120 days.
- Delivery: meters to be delivered within 90 days of purchase order.
