#### Requirements
- Mandatory technical: equipment designed to ISO 4074, ISO 25841 and relevant condom specifications; pressure/volume measurement with expanded uncertainty ±3.0% (volume) and ±0.05 kPa (pressure); power 220-240V, 50 Hz; compressed air 6 kPa; calibration by supplier during installation; hardware maintainable; adapters for different condom types; English-language software for data download/analysis; on-site competency training; automatic/unrolling inflation preferred.

- After-sales and support: 12-month warranty (scope) or 24-month warranty on commissioning (document ambiguity between sections); 24/7 breakdown support; 2-year maintenance and calibration; after-sales service commitment.
- Delivery/installation: DAP to SABS Head Office, 1 Dr Lategan Road, Groenkloof, Pretoria; installation certificate; demonstrate commissioning and channel-to-channel isolation; training for 3 SABS staff; provide manuals, wiring diagrams, software, calibration certificate, and safety data sheets.
- Evaluation criteria (Stage 1/Stage 2): Mandatory technical documents; OEM approval; evidence of prior condom-equipment delivery; lead times; 75% minimum threshold to proceed to price-specific-goal evaluation; 80/20 price-preference system (or 90/10 if specified) with specific goals (BBEE/ownership), plus related documentation.
