## Summary

#### Overview
**Procurement of supply, delivery and installation of a modern telemetry system, upgrade of SCADA from ADROIT Classic to ADROIT SMART UI/equivalent and maintenance for 36 months for Overberg Water Board in the Western Cape.** Eligible bidders are CIDB-registered contractors (minimum 6 EP or higher) or those capable of achieving CIDB registration before evaluation; joint ventures allowed under specified CIDB rules. #### Requirements
- CIDB: minimum 6 EP or higher; registered (or demonstrate ability to be registered) for electrical/ME/CE works; proof required if registration expires during tender validity.
- Eligibility: no bidder in the state’s service; compliance with C2.1–C2.2 and related clauses; Prohibitions on awards to persons in service of state.
- Key certifications and registrations: 
  - Team Lead must be ECSA-registered (Electrical or Automation);
  - Trade-tested Instrumentation Mechanician (Instrumentation trades);
  - CIDB certificate; COIDA (or valid good standing);
  - Contractor’s certificates for ADROIT/Elpro/Rockwell/PLC system integrators.
- Experience and documentation: demonstrated ADROIT/SMART UI SCADA project experience (minimum five related projects for maximum points); organogram, CVs, project plan, references, appointment letters, and certificates.
- Returnable documents: SBD forms, Pricing Schedule, CIDB/CSD/TCS/BBBEE documentation, JV agreements if applicable.
