#### Requirements
- CIDB eligibility: registered at least 3SQ or higher, or JV with combined rating meeting the requirement; JV agreement must be provided.  
- Compulsory Clarification Meeting: attendance mandatory; certificate of attendance (T2.2-01) to be submitted.  
- CIDB, CSD, tax and pre-qualifications: CIDB registration, Central Supplier Database registration, valid Tax Clearance Certificate with TCS PIN, SANAS-based B-BBEE evidence.  
- Preferential goals: 30% Black Women Owned; +50% Black Youth Owned; evidence per TPPP and SBD tables.  
- Experience and resources: two completion certificates or equivalent references; list of equipment and resources (T2.2-02, T2.2-03).  
- Returnable documents: complete SBD4/SBD6 as applicable; risk, insurance, enterprise questionnaire, etc.  
- Compliance: no alternative bids; adherence to English tender language; due diligence may be applied.
