**Procurement of hired live vehicle tracking units (with installation, ongoing training and support) for Kouga Local Municipality, to be delivered, installed, and operated over a 3-year period.** Bidders should have expertise in real-time fleet tracking, PSIRA/VESA-aligned security practices, and be able to provide multi-user, web-based access from any internet-enabled device, with on-site work at the Kouga facility in Jeffreys Bay. #### Requirements
- Real-time GPS/GPRS tracking with 5m accuracy; live multi-vehicle tracking; ignition status; web-based, multi-user access; no on-site software installation; control-room setup including a laptop and two 85" smart TVs. 
- On-site work and installations to be conducted at the Municipal Workshop, Jeffreys Bay.
- Compliance/registration: PSIRA registration (control room, recovery service, installation personnel) and VESA registration; Tax Compliance Pin; CSD registration; municipal clearance; audited financials (last 3 years); SLA and maintenance plan.
- Pre-qualification threshold: minimum 70% functionality; supplier must provide references and proof of similar installations; PSIRA/VESA-related functionality as specified.
- Contract/support: 36-month warranty, 24/7 telephonic support, 24-hour stolen-vehicle response, ongoing training, and a full maintenance/SLA.
- Pricing: all-inclusive pricing (VAT included) with escalation provisions; unit-based pricing for 230 vehicles, plus optional cameras (two per truck) and driver-ID tags.
