- Commercial: firm prices (VAT-inclusive), delivery and off-loading to Kouga stores; lead time not to exceed 4 weeks; minimum order quantities of 50 per item.
- Compliance/documents: Tax Compliance Pin, CSD number, National Treasury Central Database Summary, municipal billing clearance, certified IDs, audited financial statements (if applicable), supplier/manufacturer agreement letter, MBD7 contract form, declarations (interests, past SCM practices, etc.), BBBEE affidavit/cert, and proof of local address for specific goals.
- Evaluation: 80/20 price–specific-goals split; local-area scoring within Kouga/Sarah Baartman/Eastern Cape; 90-day bid validity.
- Other: no corrections fluid; original ink; submissions on official forms.
