- Eligibility: comply with anti-corruption and non-collusive practices; no conflicting relatives or related parties in public service; consent to PPRA audit if applicable.  
- Operational: possible payment term of 30 days for fuel supply as per standard contract terms; bid documents must be serialized and submitted with all required forms.
